Transit in the Eugene-Springfield area plays an integral role in efforts to coordinate the growth and economic development of the region, create a regional multimodal transportation system, increase the safety of the transportation system, and reduce the region's greenhouse gas emissions. Working with LTD's partners, the planning team at LTD is involved in a wide range of strategic projects to integrate transit into the future of the region. The District has received numerous national, state, and local awards for service to the community for transit districts its size, and is consistently ranked among the nation's leaders in bus ridership and service efficiency.

Job Summary:

This position plays a critical role in long-range planning projects, including expansion of EmX and the region's Frequent Transit Network, environmental processes, transit-oriented development planning, strategic planning, long-term service design, metropolitan planning coordination, grant writing and research studies, and may also assist with short-range planning.

Key projects currently underway include:

  • Transit Tomorrow - a comprehensive operations analysis proposing a refocus of the region's fixed route transit resources.
  • MovingAhead - a partnership with the City of Eugene that is focused on integrating multimodal transportation options with the city's growth strategy "Envision Eugene".
  • Main Street Transit study - a partnership with the City of Springfield to identify transit options for Main Street, which is currently the most productive fixed route on LTD system.


Planning staff are also playing leadership roles in the agency's pilot of Mobility on Demand, and the introduction of new fare technology.


Essential Job Functions:

  • Participating on LTD's project teams
  • Serving as project coordinator for major projects
  • Assisting with service costing analyses and forecasting
  • Providing support on NEPA processes
  • Coordinating compliance with the Federal Transit Administration
  • Coordinating with consultants and managing contracts
  • Making presentations to the Board of Directors, public boards and councils, and other community groups
  • Structuring and leading public outreach, representing the District in meetings with citizens, neighborhood groups, and public officials to receive and provide input into transit planning activities
  • Participating in ongoing interagency transportation planning processes
  • Participating in strategic planning for the agency
  • Conducting environmental or technical research studies and preparing written analyses
  • Supporting grant writing efforts


Knowledge, Skills and Abilities:

  • Knowledge of land use and transportation planning principles
  • Knowledge of transit planning principles, implementation, and analysis
  • Familiarity with National Transit Database (NTD) desired
  • Familiarity with federal environmental regulatory practices, such as NEPA
  • The ability to develop and produce effective written reports for a variety of audiences
  • The ability to communicate effectively and manage relationships with LTD staff, other public agency staff, policy officials, and interest groups
  • The ability to conduct statistical studies, other numerical analyses, and surveys
  • Familiarity with GIS platforms and the ability to conduct spatial analysis
  • The ability to prioritize workload and meet critical deadlines, taking responsibility for a variety of tasks as part of small project teams
  • The ability to take broad and diverse perspective on planning issues, considering the impacts on the community and the organization
  • The ability to effectively lead and coordinate project teams
  • The ability to use standard office computer applications (data bases, word processing, spreadsheet programs, and e-mail)



Any equivalent combination of education and experience which provides the knowledge, skills, and abilities required to perform the job are acceptable, which typically include:

  • A bachelor's degree in city/regional/urban planning, geography, economics, environmental studies, public policy/administration or closely aligned and professionally recognized field of study from an accredited college or university.
  • A minimum of three years of planning experience, preferably in regional transportation planning and analysis. 
  • Candidates with at least two years of relevant experience may be considered as an under-fill.
  • A valid Oregon State Driver's License and a driving record acceptable to the District's insurance carrier.


Compensation and Work Schedule:

This position is a full-time, exempt position, eligible for the regular administrative benefits package.  The pay range is between $60,524 and $80,698 annually.  The work schedule for this position is Monday through Friday 8:00 a.m. to 5:00 p.m. with occasional events and meetings outside of business hours.
